Staff explained that two equity multiplier schools (HDPA and Apple Valley Virtual) receive additional funds that are contingent on enrollment and mobility; sites such as Phoenix Academy were said to be underspending by design to preserve multi‑year sustainability. Trustees asked about scheduling for professional development and whether some actions would occur this semester or over the summer; staff said a combination of both and indicated some substitute costs remain to be booked in the proper expenditure categories. No board action was required at the midyear review; staff said they will return in February with more detailed school‑level data.
