Director Russell said the program review provides an opportunity to demonstrate how staff evaluates projects for compliance with the Bay ordinance and described a new staff member coordinating document organization. Planning Manager Priscilla Ford summarized responses to an 11‑question survey sent to commissioners that asked about packet timeliness, report organization and the level of information needed for deliberations. The survey showed generally positive responses on timeliness and clarity, and staff recommended attempting to deliver packages earlier than the current one‑week timeline prior to meetings and re‑running the survey every six to 12 months.
The briefing was positioned by staff as background for an upcoming public hearing item (a Chesapeake Bay exception) and to encourage better interdepartmental coordination as the city prepares for external review. Commissioners offered minor process suggestions and thanked staff for engaging in benchmarking exercises.
