Councilmember Taylor asks whether ARPA amendment would fund Sun Air; staff says no commitment

At a May 4 Mesa City Council study session, Council member Taylor asked whether an ARPA designation amendment (item 5b) would allocate funds to the Sun Air project. City staff said the item is an administrative HUD designation change and that use of the funds has not been determined; no funding will be allocated until council direction is provided.
Council member Taylor asked whether funds referenced in item 5b — an amendment to a 2021–22 Home American Rescue Plan (ARPA) designation — were intended for the Sun Air project or remained on hold. The question came during the study session review of the full council agenda.
"The action you're taking tonight is an administrative action that just changes the designation, in the HUD," said Candice, a city staff member who answered the council. She added that the determination of the use of these funds "has not been determined at this time." Butler, a city staff member handling scheduling and program coordination, said staff would return to council with a recommendation and that "there would be no funding allocated to the program to that specific side or to any funding until we get direction from council."
The exchange clarified that the ARPA item before the council is procedural and would not automatically commit money to Sun Air or to the Office Streets program. Council member Taylor said the clarification answered her question.
The mayor and staff said the matter will come back to a future council meeting for further direction before any funds are assigned. No motion or vote on funding was taken during the study session.
