Fluvanna supervisors approve online payments upgrade and $39,772 appropriation

The Fluvanna County Board of Supervisors voted unanimously April 15 to implement Tyler Technologies’ Resident Access and Business License modules and to appropriate $39,772 from the county’s Unassigned Fund Balance to cover one‑time implementation and third‑party support costs.

County Administrator Eric M. Dahl briefed the board on the procurement on April 15, saying the Resident Access product will replace the current in‑person payment system with enhanced online functionality for the Treasurer’s office and the Commissioner of the Revenue. Dahl told the board the requested package includes a $19,772 implementation cost for the Tyler modules and up to $20,000 for an outside vendor to support the rollout and act as a bridge between Tyler, county IT, and revenue offices.

Dahl said the Business License module will assist in tracking the county’s recently implemented Food and Beverage Tax and Transient Occupancy Tax and provide online filing and account access for businesses. The board approved a motion to appropriate $39,772 from Unassigned Fund Balance and authorized the County Administrator to sign necessary agreements subject to the County Attorney’s review. The motion passed 5-0.

The board did not set an implementation timeline during the April 15 meeting. According to Dahl’s presentation, the county faces a short-term need to improve online payment and license tracking capabilities, and staff recommended third‑party assistance to expedite the work.

The board will review any final contracts and implementation schedules in subsequent meetings.
