City presents 2025 CDBG performance report, highlights services supported by federal funds

City staff opened the public hearing on the 2025 Consolidated Annual Performance & Evaluation Report (CAPER), the document submitted to the U.S. Department of Housing and Urban Development that recounts how CDBG and related funds were used.

Staff presented a summary of program years since the city became an entitlement community and the current balances: the city has historically received about $8.82 million in CDBG funds since entitlement, a balance drawn from program years 2023–25, and a 2026 allocation of approximately $414,001.43 pending approval of the 2026 annual action plan. Staff reported project counts and outcomes for 2025: behavioral health crisis services (894 clients assisted), Idaho Legal Aid (52 clients), Promise Ridge emergency shelter (75 families), Nest Pregnancy Center (15 individuals), United Way child care vouchers (6 families) and Idaho Senior Center meals delivered (637). Staff also outlined project schedules, environmental review steps and deadlines (public comment period May 7–May 22; council resolution June 4; submission to HUD before June 15; HUD deadline June 30).

Councilors asked clarifying questions about eligibility for remaining CARES/ARPA funding and intake processes; staff said agencies such as ECAP and Salvation Army typically filter individuals and confirm eligibility. The hearing remained open for public comment through the posted period; staff invited program‑level questions and will include submitted comments in the report to HUD.

No final council action on the CAPER was recorded at this meeting; staff set a path for a June council resolution and HUD submission.
