City proposes Office of Innovation, Lucidity replacement and facility investments in FY27 request

The city manager proposed a new Office of Innovation and Delivery to realign grants and data analytics work and improve public-facing service platforms. As part of that proposal staff requested capital to replace the city's Lucidity public‑service platform with an expected capital ask of $1,000,000 to acquire and implement a replacement system.

Communications and IT staff outlined a series of digital investments: a tool to make PDFs WCAG-accessible ahead of an April 2027 compliance deadline, a UX/UI design consultant, a centralized document repository and auditing system, an online project‑activity dashboard, and integration work to surface recreation registration data from the Auto App system to the city website. Communications also requested an additional social-media coordinator to manage growing engagement and multiple city accounts.

Facilities staff described capital and operational requests for City Springs and other properties including property-management services for leased assets, EV charger service agreements, EOC video-wall replacement and server upgrades for citywide camera systems, ongoing parking-deck repairs and a facilities-condition assessment update. The facilities list also included a City Springs District improvement fund to seed future Phase 2 investments and modifications to office space to house the proposed innovation office.

Council members asked about integration with AI tools and the ability of proposed systems to work with other city platforms. Staff said the procurement and implementation plans will be developed with those compatibility requirements in mind and will be included in the proposed budget materials.

No formal action was taken; the proposals were entered into the FY27 budget deliberation process.
