To manage a heavy permitting workload, Marty asked for a dedicated utility-permit specialist to handle roughly 700 active utility permits across the city.
Council members asked about recurring maintenance versus one-time investments, GIS visibility of utility permits and the timing of projects; staff said some items are recurring programs while others are one‑time capital investments and that more detailed cost breakdowns would be included in the city manager's proposed budget materials.
