Wood County Board of Developmental Disabilities reports rising enrollment, waiver costs and plans levy timing

Brent Baer, superintendent of the Wood County Board of Developmental Disabilities, and Board President Tim Brown presented the board’s quarterly update to the County Commissioners on March 12, 2026, outlining enrollment increases, waiver growth and fiscal pressures.
Baer said the board has seen steady growth in people served: "In 2012 enrollment was over 800 people served and in 2025 it exceeded 1,300." He also noted waiver counts rose from 289 in early 2015 to more than 532 by the end of 2025. "The non-federal share of the Medicaid program is anticipated to increase in 2026 to an estimated $8,997,000," Baer told the commissioners.
Context: Baer said the board last sought new levy money in 2013, though it has managed renewals in subsequent years. He told the commissioners the board plans to return in 2028 to ask voters for levy renewal or other action as needed. The superintendent emphasized the board serves people across the lifespan and that waivers and provider payment rate increases are driving cost pressures.

Baer answered a brief question from Commissioner Craig LaHote about transfers when individuals move out of state; Baer said waivers transfer to the receiving state when an individual relocates.
