The extension was presented as a six‑month bridge to maintain continuity in staffing.
On the procurement item, commissioners discussed the procurement approach and a requirement from Caltrans to solicit three bids in most cases. Commission members and staff said the recommended contractor is an affiliate of the Association of Monterey Bay Area Governments, which may qualify as a sole‑source provider under Caltrans rules. Commissioner Short and others said the main justifications are timing and cost savings: staff estimated the affiliate would perform the work for $8,500 plus travel, which they described as a taxpayer‑friendly price compared with typical consultant fees.
Policy advisory member Tasha Alstrand reported she had received a signed public interest finding from headquarters, which supports moving forward with the procurement. Commissioners and staff noted that Caltrans must review and accept the sole‑source justification; if Caltrans does not accept it, the commission may have to solicit three competitive bids or revisit the item.
Both motions were made and seconded on the floor; roll calls were used to accommodate a commissioner participating by Zoom. The chair was authorized to execute the procurement contract subject to any remaining administrative approvals. The commission adjourned with its next meeting scheduled for June 5, 2026, at 3 p.m.
