Wells County Council approves routine budget moves, tables emergency management request

The Wells County Council met April 7, 2026, at the Carnegie Annex in Bluffton and approved a series of routine fiscal actions, while postponing one request for further consideration.
Council members voted unanimously (7-0) to approve the minutes of the March 3, 2026 regular session and granted additional appropriations for the Coroner (General Fund), Opioid Restricted and Unrestricted funds, Bridge 72 (20.205, Des#2401826), the CCMG 2025-01 Meridian Road grant fund, and the Wells County CASA grant fund. Two transfer requests were also approved: a transfer in the Commissioner budget (General Fund) and a transfer in the LIT — Economic Development fund. All motions carried with seven affirmative votes.
The council tabled an Additional Appropriation request for Emergency Management (General Fund) and scheduled further discussion at the May 6 meeting; no funds were approved for that request at this session.
Motions were introduced and seconded on record: Brandon Harnish moved to approve the March 3 minutes (seconded by Steve Huggins); Todd Mahnensmith moved to approve the Coroner appropriation (seconded by Vicki Andrews); Scott Elzey moved approval for the Opioid fund requests (seconded by Brian Lambert); Todd Mahnensmith moved approval of the Bridge 72 appropriation (seconded by Vicki Andrews); Brandon Harnish moved approval of the CCMG Meridian Road grant fund appropriation (seconded by Steve Huggins); Brandon Harnish moved approval of the CASA grant fund appropriation (seconded by Brian Lambert); Vicki Andrews moved the Commissioner budget transfer (seconded by Steve Huggins); and Brandon Harnish moved the LIT — Economic Development transfer (seconded by Brian Lambert). The meeting adjourned at 8:23 PM following a motion by Scott Elzey, seconded by Vicki Andrews.
The council will revisit the Emergency Management appropriation at its May 6 meeting. No controversial debate or roll-call dissent was recorded in the minutes for the approved items.
