Tealy noted the project had been on the list for years and that some scope growth was expected as the condition of existing facilities became clearer. Council members who visited the station described aging showers and facilities and expressed support for moving forward. The contract uses a cooperative contract mechanism (GPA cooperative contract 23-15 PB job order contract) and was approved by motion and voice vote.
