Armstrong County commissioners approve contracts, proclamations and CDBG cooperation agreements

On the recommendation of Planning & Development Program Manager Allie Pence, the board approved a contract with Tresco Paving Corporation for the Manor Township Orchard/Simpson Streets Reconstruction Project for $91,680. The board also acknowledged or approved agreements related to jail operations — including contracts or acknowledgements with Barker Bus Company, Renick Brothers Mechanical Contractors and Keefe Commissary Network, LLC — on the recommendation of Warden Jessica Hicks.
Additional vendor and consulting agreements approved included B Longs Cleaning (acknowledged), Biddle Consulting Group and Motorola Solutions (approved on staff recommendation). The board approved the FFY 2025 CDBG Cooperation Agreement with the City of Parker and cooperation agreements for FFY 2025 CDBG non-entitlement communities with Cowanshannock Township, Kiskiminetas Township and Manor Township.
A supplemental agreement with MECALL Services, LLC was also approved on the recommendation of Executive Director Darin Alviano.
The board adopted Proclamation #2026-11 designating April 19–25, 2026, as National Library Week, read by Commissioner John W. Strate. The minutes also record that Commissioner Anthony G. Shea read Proclamation #2026-12 as National Correctional Officers and Employees Week (May 3–9, 2026) and that the board adopted Proclamation #2026-12; the minute text contains an internal inconsistency that also refers to Proclamation #2026-12 as 'Older Americans Month.' The minutes do not provide additional detail clarifying that discrepancy.
