Resolution 18‑72: Sewer assessment reimbursement area
The council read and approved Resolution 18‑72, a resolution establishing a sewer assessment reimbursement area for sewer installed as part of the Roosevelt Avenue roundabout project. Community staff explained the city fronted sewer work and that the final costs — originally estimated near $60,000 — increased due to soil and administrative costs, leaving roughly $88,000 to recapture across four affected parcels. The council moved, seconded and passed the resolution by voice vote.
Resolution 18‑74: RCO youth athletic facilities grant application for lighting
Council also approved Resolution 18‑74, authorizing the mayor to execute an application to the Washington State Recreation and Conservation Office for a youth athletic facilities grant. Parks Director Aliyah Hibbs said the application seeks $400,000 to relamp Boise Creek fields and lighting for additional fields; staff plans to leverage $202,000 in impact fees and budget the remaining approximately $198,000 in the 2027 budget for a total projected cost of about $800,000, which includes a 15% contingency. Hibbs confirmed the grant requires a 50% match.
Both resolutions passed on voice votes during the meeting. Staff will file the reimbursement document for the sewer parcels as authorized and will proceed with the RCO grant application and any subsequent matching and budgeting steps.
