Manhattan board accepts clean audit, approves comprehensive financial report

The Village of Manhattan Board of Trustees voted unanimously to accept the annual comprehensive financial report (ACFR) for the fiscal year ended April 30, 2025, after auditors presented a clean opinion.
Jamie Wilke, the auditor who presented the report, told trustees the firm issued an unmodified opinion and found "no internal control related findings," and encouraged officials to review the Management's Discussion & Analysis and the statistical section for 10-year trends and context.
The audit presentation noted the village meets the revenue threshold under Illinois state statute that requires an independent audit and highlighted materials supporting the Government Finance Officers Association certificate of achievement for excellence in financial reporting. Wilke said the award requires substantial transparency and a set of schedules toward the back of the audit packet.
Board members asked no substantive follow-up questions after the presentation. Trustees then moved and voted to accept the ACFR on the record; the roll-call vote was unanimous.
Accepting the ACFR formally closes the village's FY 2025 audit process and documents the board's review of the year's financial statements. The auditors said they are already planning next year's audit and will submit the recent report to the GFOA award program.
