Monroe County awards parking garage maintenance contract to Sealcrete, approves $781,966 demolition grant and several county contracts

On April 15, the Monroe County Board of Commissioners approved a series of contracts, grants and budget adjustments that included awarding the county’s parking garage maintenance contract to Sealcrete Contracting and approving a $781,966 ACT 152 demolition grant payment for a brownfield site in East Stroudsburg Borough.

Under motion M‑2026‑115 the board approved budget adjustments and authorized several contracts and allocations, including an equipment maintenance agreement with REMI and a $62,000 proposal from Verdantas for preventive maintenance engineering work on four county bridges. The motion also authorized a monthly lease with Quadient Leasing, opioid‑settlement grants (including $15,000 for housing assistance to Path to Peace) and other allocations paid from Hotel Tax funds.

The board ratified the earlier opening of bids for Monroe County parking garage maintenance (motion M‑2026‑109). Multiple companies submitted bids; the transcript lists bids including Quinn Construction ($1,520,703.00), Platinum Specialty Services ($1,303,602.95), South Shore Construction ($532,335.10), C.H. & D. Enterprises ($928,888.00), Sealcrete Contracting ($530,755.00), Schnell Contracting ($1,459,965.00) and Atlantic Contracting Group ($830,435.00). The award motion later names Sealcrete Contracting, LLC as the contract recipient under M‑2026‑115. The award motion lists a base amount of $530,775.00 plus alternates totaling $28,080.00; the transcript records Sealcrete’s bid as $530,755.00 in the bid list and $530,775.00 in the award motion (a discrepancy noted in county records).

The board also approved an ACT 152 demolition grant payment of $781,966.00 for property located at 460–500 Birch Street (the former International Boiler Works buildings) in East Stroudsburg Borough (motion M‑2026‑120). Michelle Bisbing, president of the Pocono Mountains Economic Development Corporation, described the property as a brownfield that has been vacant since the 1990s and noted prior cleanup funding: “The property is a brownfield that has been cleaned up with grants received over the years,” Bisbing said, and she cited a 2017 RACP award and LSA funds previously received for the site. Jennifer Petersen, director of the Redevelopment Authority of Monroe County, said demolition could pave the way for new ownership and future tax revenue for the borough and school district.

Other approved technology and services contracts included a three‑year jury management agreement with Tyler Technologies (year‑one cost listed at $43,060.00, with implementation services of $57,310.00) and a contract with Thomson Reuters Court Management Solutions for $144,821.32 to provide data and document extracts to support migration to paperless systems (motion M‑2026‑118). The board also authorized executing an agreement with Avila Technologies Inc. for $5,000 to assist with grant research and permitted the Grants Manager to submit the Year 2 continuation of the FY2025–2027 VOCA grant ($138,202.00) (motion M‑2026‑117).

The meeting minutes record a number of routine approvals as well: ratified vouchers and payroll disbursements, vendor additions to county lists, travel requests, and a lease extension for a Magistrate (MDJ 43‑3‑04) that runs through April 2036. The board ratified the Capital Purchases Report and confirmed several community event announcements.
