Road department supervisor (speaker 6) presented two gravel bids and a comparison spreadsheet. The commission accepted the staff recommendation to award Lakeside for specified road segments and KRB (Gary B) for another segment; the motion was made and carried by voice vote. The award will let the county proceed with scheduled graveling this season.
The road supervisor also reported two collapsed 48-inch culverts in eastern township and said the road remains closed until conditions stabilize. He updated the commission on hiring: one full-time application was received and two summer-hire candidates accepted contingent on school schedules.
On personnel policy, the supervisor proposed counting holiday hours toward the 40 "workable hours" threshold so road workers who are scheduled off for a holiday but are asked to come in for emergency work can reach overtime without making up hours on unscheduled days. He said the change would allow those called in on a holiday to be eligible for time-and-a-half without additional make-up on weekends; commissioners discussed budget impact and implementation timeline and concluded the effect would be minimal.
The commission approved a motion to change the policy so holiday hours are included as workable hours effective immediately. Motion by Brandon; second by Chris; voice vote carried.
