Councilor Murphy Ramboletti said the earlier start would align regular meetings with subcommittees, reduce late evenings for parents and staff, and help meetings conclude earlier. Councilor Patty Devine and others said the earlier time made practical sense and reflected long‑time practice in other periods. Opponents warned that some longtime practices and scheduling reasons had produced later start times historically, but the committee majority supported change with a delayed effective date.
Councilor Linda Bacon moved that the committee adopt the new rule and recommend it begin after the new fiscal year (July 1); the motion passed by voice vote. The recommendation will be forwarded to the full City Council, which must adopt any rule change affecting regular meeting times.
