Vice Mayor Follick cast the lone dissenting vote; the motion passed 5–1. The mayor’s office said the temporary pause is intended to preserve the status quo while staff evaluates potential impacts of new small‑box discount stores on traffic, land use and local businesses.
The council’s motion was procedural in nature—it does not adopt zoning text changes. Staff will return with research and proposed code language for further council consideration. The council did not set a public hearing date for ordinance changes during the moratorium.
The council adjourned after routine business; the moratorium takes effect upon the clerk’s filing of the resolution and will last up to 180 days unless extended or superseded by new ordinance action.
