Senators debated Senate Bill 184 at length on May 7 before voting to pass the bill. Sponsors and supporters framed SB184 as an expansion of benefits to protect firefighters exposed to carcinogens in the line of duty. S3 (Majority leader) and S9 (Lawmaker) urged colleagues to protect first responders; S9 said the proposal "is moving in a direction" to expand coverage and spoke about the trust created in 2007.
Opponents raised concerns about how quickly the bill moved through committee and whether affected local governments and special districts had adequate notice. S15 (Lawmaker) argued there had been insufficient stakeholder engagement and warned of downstream fiscal effects — citing a prior example where a workers' compensation-related fiscal note later required $9,000,000. S14 (Lawmaker) similarly emphasized the need for truth in fiscal notes and asked how the state would account for additional costs, warning that costs could force cuts elsewhere.
The chamber recorded a roll call; SB184 passed on third reading with a vote of 22 ayes and 13 noes. Several senators asked that their 'no' votes be recorded on the bill. The clerk (S2) announced cosponsors to be added and directed staff to record the passage. The Senate then proceeded to later agenda items.
