Board authorizes RFP for exchange of Madrid middle‑school property, continuing parallel sale/exchange process
Summary
The board approved distributing a request for proposals for potential exchange of the Madrid middle‑school property and said the district will run parallel processes (7/11 committee and RFP/exchange) so the board can weigh sale, lease or exchange options; the item was added to the agenda via an addendum and approved as part of the consent series.

The Mountain View School District Board moved forward with a formal process for the Madrid middle‑school property by authorizing staff to distribute a request for proposals (RFP) to solicit proposals for sale, lease or exchange.
President Jacqueline Salania noted an addendum posted on 05/05/2026 at 1:00 p.m. that added item 8(k) to the agenda. The board voted to add the item at the start of the meeting and later approved the 8 series (excluding the data‑center item) by roll call, 5–0.
Superintendent Dr. Andre explained the district is running a parallel exchange process alongside its 7/11 committee (an advisory panel formed under state Ed Code authorities that can recommend sale or lease). He said staff ended prior negotiations with a previous purchaser and restarted the process so the board could evaluate a broader set of options and ensure the best community outcome. “We’re running a parallel exchange process…so when the information comes in, the board can determine if a lease, a sale or a potential exchange is the best option,” he said.
Board members thanked staff and committee members who have worked on the property for several years and emphasized diligence and public transparency. Trustee Christian Diaz said the process has required extra committee meetings and a thorough review to protect district and community interests.
The resolution authorizes staff to distribute the RFP, accept proposals and negotiate terms of an exchange, and reaffirms that the Madrid property is eligible for surplus‑land procedures under the Surplus Land Act. The item moves the district from preparatory discussion to an open solicitation phase; no final sale, lease or exchange was approved by the board at this meeting.
Next steps: the district will accept and review proposals received through the RFP process, evaluate recommendations from the 7/11 committee and the property committee, and bring any negotiated terms back to the board for decision.
