Buckholz said the committee also funded an intern to adapt guidance sheets from other cities for Middleton’s needs and to analyze municipal energy data. An implementation index survey showed roughly 22 fully complete and 7 partial responses; most respondents reported considering environmental factors at least half the time, and about 70% said they felt somewhat or very confident in the policy, though several staff identified training and technical questions (for example, appropriate uses of low‑carbon concrete) as barriers. Council members praised the work and asked for targeted technical support where needed. Alder Myers asked for cost and durability data for low‑carbon concrete before making choices about its use in road projects; Buckholz said staff will seek engineering expertise and may roll some work into the climate action roadmap budgeted for 2026. The council encouraged continuing outreach to other municipalities to increase vendor availability and lower product costs through demand aggregation.
