Dodge County approves assessor on-site inspection policy and referee solicitation

The Dodge County Board on April 29 unanimously approved a County Assessor’s Policy for on-site assessment inspections developed with assistance from County Attorney Hopkins to clarify inspection protocols, protect assessor staff from personal liability and respect property owners’ wishes.
County Assessor Marshall said a criminal trespass case involving the Washington County assessor prompted an Attorney General review of the law; Marshall told the board that county assessor employees are not covered by the disputed statute. County Attorney Hopkins said the policy also aims to protect employees from personal liability and that she will coordinate with the Fremont Police Department to ensure local law enforcement understands the county’s inspection procedures.
The board also approved a Referee Agreement and the solicitation letter used to recruit valuation protest referees, noting the need to add language inviting referees to a pre-season meeting so the Assessor’s Office, Clerk’s Office, Board of Supervisors and County Attorney can convey expectations and clarify how referees should reach parcel values. Chairman Missel adjourned the Board of Equalization until May 13, 2026 at 10:00 A.M.
