Floyd County election board adds executive session, reviews tabulation and finds no precinct issues

The Floyd County Board of Elections and Registration amended its March 10 meeting agenda to add an executive session "to discuss legal, real estate or personnel matters," then met in and emerged from that executive session without taking formal action.

The change was proposed after Chairman Jerry Lee called the meeting to order. Board member David Guldenshuh moved to amend the agenda; Layla Shipman seconded and the minutes record the motion as "passed (4-0)." Shortly afterward, Shipman moved and Daniel Eason seconded a motion to enter executive session; that motion and a subsequent motion to exit the session (moved by Shipman, seconded by Jennifer Perkins) were also recorded as passed (4-0). The minutes state explicitly that "No actions were taken in Executive Session." The minutes list five members as present but do not explain why the recorded vote tallies are listed as 4-0.

After reconvening, the board assisted election staff with the election process and oversaw vote tabulation. The board conducted a review of precinct returns and the minutes report "there were no issues." The meeting concluded after these reviews and oversight tasks; the minutes record the meeting was adjourned.
