Williamson County commissioners approve proclamations, contracts and routine items; court recognizes tax office with statewide award

Williamson County Commissioners Court met May 5 and moved through a packed agenda that included approvals of routine financial items and contracts, proclamations recognizing awareness weeks, and administrative actions related to water district petitions.

The court approved the minutes, accepted a funding report from the county auditor for $3,749,260.17 and authorized related wire and benefit payments totaling $468,113.41. The consent agenda (items 3–25) passed with item 5 (a budget correction) and item 6 pulled for further clarification.

Procurement and contract approvals included:

- A contract with GTS Technology Solutions Inc. for 37 Panasonic Toughbooks for the Sheriff's criminal investigation division for $174,095.36 under a DIR cooperative contract; motion carried 3-0 (item 29).

- Amendment No. 2 to a master services agreement with SoftwareONE Inc. to add an Azure license for public safety at $7,995; motion carried 3-0 (item 30).

- An agreement with GTS Technology Solutions for staff augmentation (program manager level 3) for information systems, not to exceed $201,500 for about 1,300 hours; motion carried 3-0 (item 31).

- A second amendment to a contract with Barry Dunn adding $8,210 for proposal review for the enterprise asset management system selection project; motion carried 3-0 (item 32).

The court also approved a first amendment to the county vending contract with Compass Group USA Inc. to add two locations (the new County Administration Building and the Precinct 3 building) and approved road-and-bridge items and bills listed as items 36–45.

On intergovernmental and administrative matters, the court ratified the filing of a motion for rehearing and potential future appeal related to a TCEQ petition to create Williamson County MUD No. 609 (TCEQ docket 2026-0180) and similarly approved rehearing/appeal filings for MUD No. 67; commissioners said the county frequently protests MUD petitions to encourage cooperation on services and cost-sharing.

The court read and approved proclamations designating May 2026 as Air Quality Awareness Week and recognizing May 2026 as National Correctional Officers Week. Commissioner Cook presented the air-quality proclamation, noting that in 2025 the Austin–Round Rock–San Marcos MSA exceeded ozone and PM2.5 standards on a substantial share of the year and urging residents to learn about local air quality. Both proclamations passed by voice votes (3-0).

Separately, the court recognized the Williamson County Tax Assessor-Collector's Office with a Texas Department of Motor Vehicles Gold Level Performance Quality Recognition award. DMV representatives Daniel Levithia and Annette Quintero presented the award and cited the office's performance metrics, including processing volumes and a reported 99.56% customer survey rating for 2025; the recognition was approved by the court (3-0).

Before recessing into executive session at 10:23 a.m. for unrelated legal matters, the court invited residents concerned about the proposed jail site to provide contact information so staff could follow up. The court returned from closed session at 10:58 a.m. and adjourned the meeting.
