Deuel County to advertise Gary Gulch bridge work; Gorder Road span likely needs full replacement

The Deuel County Commissioners on May 5 approved steps to advance multiple bridge projects and heard that one grant-funded structure may need full replacement. Highway Superintendent Jamie Broksieck presented actions on project 20-200-114 (Gary Gulch, County Road 310) and on project 20-200-071.
Broksieck asked the board to advertise project 20-200-114 for bids; Commissioner Steve Rhody moved to approve advertising and the motion passed unanimously. The board also approved and signed right-of-way and utility certificates tied to bridge preservation work on 20-200-114 and approved temporary easements for Rick and Jennifer Kolbeck and for Larry and Cherie Darr.
Banner engineer Mark Junker reported on project 20-050-273 on the Gorder Road (County Road 313), saying that when county crews removed the asphalt pad they discovered deck deterioration and exposed rebar. Junker told the board Banner does not recommend advertising that structure for rehab because the condition is worse than anticipated when the BIG grant was awarded. Instead, Banner recommended considering a full replacement — possibly a box culvert — and recommended a meeting with the South Dakota Department of Transportation to determine load limits and next steps. Broksieck said the bridge rating will be downgraded from fair to poor and that county crews will place temporary material on the span until a replacement plan is set.
Commissioner Harry Mewherter moved to advertise bridge project 20-200-071 for bids; the motion carried unanimously. The board did not set final design or construction dates for the Gorder Road structure and directed staff and Banner to coordinate with SDDOT on options and load-limit decisions.
Next steps: Banner and Deuel County will meet with SDDOT to decide load limits and whether to proceed with replacement or another approach; the board authorized advertising and easement and ROW work necessary to keep other bridge projects moving forward.
