Chief Appraiser reports staffing, digest work and launches countywide Triple E Academy

Chief Appraiser Keith Payne delivered the department's monthly report to the board on Jan. 21, outlining staffing updates, work on the 2026 digest and training initiatives.
Payne announced that the Administrative Division will add a new hire, Katlyne Schrum, starting Feb. 2. He reported the office served 111 customers in December, while the Commercial and Personal Property Department served 64 customers. The department visited mobile home dealerships to collect cost and market data and is issuing 2026 business license clearance letters.
On project work, staff are processing property splits, new subdivisions, updates to Arc-Pro data and PRIYSM 2.0 workflows, and continuing implementation of the Just Appraised program. Permit counts for December were 186 within the city and 48 in the county. For the KDW/CUVA program, 37 CUVA letters were mailed on Sept. 23, 2025; 20 applicants have applied to date and 15 CUVA renewals are pending.
Payne also announced the launch of the Triple E Academy (Efficiency, Effectiveness, Excellence), which began within the office and has expanded countywide; the course will begin Feb. 12 in the Commissioners' Board Room, with a graduation and a planned Phase II implementation after completion.
Board members accepted the departmental reports and the routine recommendations presented by appraisal staff during the meeting.
