Commissioners approve BOT agreement and award Community Crossings paving to Temple & Temple

Washington County commissioners approved a build-operate-transfer (BOT) agreement with Temple & Temple Excavating and Paving and awarded Community Crossings paving work to the same firm during public meetings in early June.
Attorney David Umpleby, who serves as legal counsel for the highway project, submitted the BOT agreement for board approval. Commissioner Rick Roberts moved to approve the BOT agreement between Washington County and Temple & Temple, subject to any changes approved by Commissioner Phillip Marshall with advice of counsel; Commissioner Todd Ewen seconded and the motion passed.
Highway Superintendent Jason Clodfelter presented paperwork for the Community Crossings grant and asked the commissioners to sign documents accepting the funding. Temple & Temple was identified at the meeting as the lowest bidder for the Community Crossings paving contract; Commissioner Ewen moved to award the project to Temple & Temple, Commissioner Roberts seconded, and the motion passed.
Clodfelter said the Community Crossings paving is slated to begin in mid-July. He also reported that regular paving operations for the season had wrapped up for the week and that the county had paved approximately nine miles to date. The commissioners recorded the approvals and authorized staff to finalize contract documents and grant signatures.
Next steps: County counsel and the commissioners will finalize any agreed changes to the BOT agreement and staff will complete the INDOT acceptance paperwork for the Community Crossings grant.
