The New Castle County Historic Review Board reviewed proposed changes to its Rules of Procedure and scheduled a final reading and vote at the next business meeting.
Iran Garcia-Domenech of the Department of Land Use read the proposed amendments into the record. Board discussion focused on Article 6, Section 7 and how a flagged application would be handled: Robert Duke asked whether the process would require bringing the item back to a business meeting, and Garcia-Domenech explained that a Department of Land Use representative would flag an application and present it to the board for a decision on whether it should be reheard. Lauralee Rappleye suggested flagged items should be routed to the business meeting for final determination. Chairman John Davis said there must be, "a responsibility to not waste the applicants' time" and that the board needed a clear mechanism for determining when an item is reheard. Kevin Barni said he would consult other boards about how they implement similar language.
Preservation Planner Kevin Barni reminded the board that the next public hearing is scheduled for March 17, 2026, and Iran Garcia-Domenech reminded Chairman Davis that the annual report is due April 1. The proposed Rules of Procedure changes will be read one final time at the next business meeting and the board will vote on the final changes.
