Board directs staff to bring Dry Creek amendment and considers Underground Art receptions at Government Center

Tom Crist and Stephanie Brown of CDD reviewed a proposed five-year amendment to the Dry Creek agreement that would extend the contract retroactive to Jan. 1, 2026, with a fee of $71.43 per ton that includes a $1.89 host fee. They said the agreement keeps prior terms, including an annual CPI adjustment each July calculated as 85% of the March year-over-year CPI with a 4% cap.
The board agreed staff should bring the amendment to a Business Meeting for formal approval.
Haley Huffman, speaking for administration, presented a request from Underground Art to hold quarterly receptions at the Government Center to introduce new exhibits. The board supported the idea but discussed the need for a facility use agreement, insurance requirements and a staff presence after hours. Commissioners suggested scheduling receptions on Monday or Friday afternoons to reduce disruption to county business and asked Contracts/Risk Management for guidance on insurance limits.
Staff will prepare the Dry Creek amendment for Business Meeting review and follow up with Underground Art about facility-use terms and insurance requirements.
