The motion met a second and passed on a roll call that recorded several yeas and one abstention; a draft addendum to the earlier memorandum of agreement (MOA) was included in the board documents.
County staff said the MOA addendum is attached to the board packet and that Flint Hill representatives and local chiefs have reviewed the language. The board directed staff to review the draft MOA and was asked whether staff are authorized to execute it; supervisors then voted to allow staff to proceed with execution as written.
Board members repeatedly praised Chester Gap volunteers for building an innovative, cost‑effective model and said the county had exercised patience in trying to secure a mutual agreement with Warren County. Several supervisors said stopgap funding from Warren County had been intermittent and that the county could not sustain ongoing last‑minute commitments.
