Residents and speakers press council on volunteer fire letters, stadium lease and transparency

Council members acknowledged receipt of an email package from Justin May that included letters of support from neighboring towns for Norwich's volunteer fire departments. A council member put on the record that the packet had been submitted by a public-relations firm and noted that several fire chiefs had signed the letters provided by that firm.

Several aldermen disputed the origins and meaning of the letters. One alderman argued that volunteer departments had "walked away" from providing services and are pursuing litigation against the city; other council members warned that the legal process and mediation status complicated any administrative response from the council.

During public comment, residents criticized the council for lack of transparency on the budget and for not providing printed resolution materials in the chamber. Joanne, who identified herself as a longtime meeting attendee, called the council "dysfunctional" and faulted members for not sharing costs or details about the Dodge Stadium lease. Another commenter, Rocky, alleged the city had "wasted $180,000 plus" connected to the Yantic shutdown and objected to the pace and clarity of budget amendments.

Council members responded that resolutions and agendas had been posted and noted that the second meeting of the month provides an opportunity for general public comment on any topic. The clerk confirmed the resolutions were posted on Wednesday ahead of the meeting.

The council moved and passed several routine items that evening, including proclamations, appointments to commissions and the scheduling of a public hearing on community development block grant allocations for May 18.
