The Goshen Planning Board voted to adopt a negative declaration for the Salamoni Ready Mix site-plan application for a proposed ready-mix concrete plant on about 16.3 acres, contingent on incorporating traffic-mitigation language from the board’s traffic consultant and specific conditions agreed on the record.
Presenter comments and the applicant’s representative outlined technical mitigations intended to avoid significant environmental impacts. Key details recorded by the board: the applicant expects concrete-production water demand of about 8,000 gallons per day; the project would employ up to 24 workers with domestic demand estimated at roughly 360 gallons per day; the plant includes a double-walled 10,000-gallon diesel fuel storage tank regulated under petroleum-bulk-storage rules; and a washout program would use a watertight roll-off washout box at the plant with waste removed by service trucks.
The board and applicant agreed to incorporate the town consultant John Cannon’s traffic recommendations into the negative declaration. On mitigation, the applicant offered: an alternative mitigation plan with a post-occupancy traffic study 12 months after operations begin; a nonrefundable $25,000 fair-share payment to the town toward future improvements; and a performance bond of $710,000 retained by the town to fund construction of a left-turn lane if the post-occupancy study shows accidents attributable to the operation.
The applicant noted the proposed silos exceed the town’s building-height limit and will seek a variance from the Zoning Board of Appeals; the applicant also offered to paint the silos a neutral color and avoid signage to reduce visual impacts. The presenter noted the site lies near habitat for the Indiana bat and recommended clearing be restricted to the established avoidance window (November 1–March 31) as part of permit conditions.
Motion to adopt the negative declaration as prepared, subject to insertion of the traffic memo language and agreed conditions, passed by voice vote. The applicant will revise the neg dec and site plans to reflect the traffic mitigations and proceed with any necessary ZBA filings for the silo-height variance.
