Murray County approves $3,250 contribution to Plum Creek Library, signs updated agency agreement

The Murray County Board of Commissioners on April 28 approved the county’s annual contribution of $3,250 to the Plum Creek Library System and authorized county officials to sign an updated agency agreement.

Elizabeth Hoffman, director of the Plum Creek Library System, presented the annual report and materials showing the system’s shared‑services value estimated in the packet at $1,023,834. Hoffman asked each participating county to make the recurring $3,250 contribution; Commissioner Loy Woelber moved to approve the payment, Commissioner Dennis Welgraven seconded, and the motion passed.

Separately, the board authorized Board Chair Mark Carlson and Deputy Administrator Sharon Giese to sign the revised Plum Creek Library System Agency Agreement. The packet lists several specific updates: removal of Pipestone School District with Pipestone Public Library named as the participant in its place; a reduction in notice for special board meetings from two weeks to five days; a shift of the preliminary budget timeline from March to April; and revised trustee‑appointment language to give more flexibility in selection methods. The board’s motion to authorize signatures was moved by Commissioner Roger Zins, seconded by Commissioner Mark Carlson, and passed.

Minutes and the library packet note the agreement changes were proposed to align with state statute updates and routine governance review. The library director’s materials were attached to the board packet for further reference. The board did not record further debate on the contributions or agreement changes.

The board’s approvals were part of a regular consent and business agenda; the next scheduled Murray County Board meeting will carry routine oversight items and any followup questions from participating jurisdictions about the Plum Creek updates.
