Clackamas County to place $249,500 H3S organizational assessment on consent agenda

The Clackamas County Board of Commissioners agreed to place on the May 7 consent agenda a two‑year personal services contract with Health Management Associates to perform an organizational assessment and fiscal sustainability analysis of the county’s Health, Housing & Human Services department.

Mary Rumbaugh, the department’s director, told the board the review will modernize internal systems, evaluate potential revenue sources and recommend a program delivery structure. “We have maybe four divisions doing very similar work,” she said, describing the goal as aligning work across divisions rather than cutting positions.

Rumbaugh said the county released a request for proposals earlier this year, received 21 submissions, and selected Health Management Associates via an eight‑person review team. The contract’s total value is $249,500 over two years; funding is split roughly equally between H3S interest income and county general fund dollars.

Commissioners pressed for proof the investment will yield savings. Rumbaugh said the engagement includes a fiscal sustainability component intended to identify efficiencies and revenue options, and that implementation support is included through June 2028. Chair Roberts and several commissioners praised using an outside reviewer to reduce internal bias and to identify opportunities to reallocate staff where appropriate.

The board recorded no objections and Chair Roberts confirmed the item will appear on the business meeting consent agenda on Thursday, May 7.
