Broken Arrow Municipal Authority OKs waterline relocation agreement; staff seeks $27.93M OWRB loan for capital projects

The Broken Arrow Municipal Authority reviewed and approved an agreement to relocate approximately one mile of waterline as part of a Tulsa County road construction project on Omaha Avenue. Charlie (director of engineering/construction) told trustees the relocation cost totals $1,295,270 and that roughly $800,000 is expected from state ARPA rebalancing funds, with the remaining portion covered by OWRB loans.
Charlie said the project was bid by Tulsa County and will be ready to start once contracts are awarded. He said the waterline relocation had been anticipated and funding had been earmarked in the authority’s loan program; the new agreement clarifies responsibilities and funding commitments.
Finance Director Cindy Arnold presented Resolution 17-46 authorizing the Municipal Authority to apply for an Oklahoma Water Resources Board loan not to exceed $27,930,000 and to issue a 2026A promissory note. Arnold said the package will allow the authority to fund multiple capital projects, including a $12 million phase of the Place To project; staff recommended approval and explained applying early could save interest costs.
Trustees moved and seconded approval of the waterline agreement and the loan-resolution authorization; the resolution was scheduled to close in July to align with the fiscal year and take advantage of favorable financing.
