Harford County Board of Estimates approves multiple public-works and facilities contracts totaling more than $16 million

The Harford County Board of Estimates on April 21 approved a set of procurement awards spanning road construction, utilities, facilities and energy-efficiency work intended to keep county infrastructure projects on schedule.
Robert McCord, Director of Administration and the County Executive’s designee, opened the meeting and said the county was following Open Meetings Act protocol. For each procurement item, motions were made by Treasurer Robert Sandlass and seconded by Joseph Siemek, Director of Public Works; the motions carried unanimously with one member absent.
The board approved Solicitation No. 26-215 for on-call water and sewer construction services (underground utilities and pumping station/treatment-plant work), recommending awards not to exceed $2,000,000 per year to EMH Environmental Incorporated (Glenwood, MD), Frank J. Goettner Construction Company, Inc. (Edgewood, MD) and Monumental Paving & Excavating, Inc. (Baltimore, MD). Steven Barry of the Department of Public Works presented the item.
The board also approved smaller facility and equipment procurements: Solicitation No. 26-321 for Edgewood Recreation and Community Center roof repairs was awarded to Garland/DBS, Inc. for $88,584, and Solicitation No. 26-148 to replace the 20-year-old generator at the Harford Transit LINK building was awarded to Vigil Contracting, LLC for $158,865; Gary Blazinski of the Department of Housing and Community Services presented the transit item, noting replacement parts for the old generator are no longer available and the new unit will restore dispatch and emergency operations capability.
Under a sole-source request tied to the BGE Carbon Reduction Program, the board approved Solicitation No. 26-316 to convert 641 overhead streetlights from sodium/mercury vapor to LED fixtures, recommending $498,008.50 to Baltimore Gas and Electric Company. Amy Bealls of the Department of Public Works presented the streetlight conversion.
Larger capital awards included Solicitation No. 26-228: the Woodley Road Extension to MD 715, recommended to Allan Myers MD, Inc. for $4,315,777. To support that project, the board approved a sole-source utility relocation (Solicitation No. 26-315) for City Light & Power Aberdeen, LLC for $8,279,698; Glen Hebel (DPW) explained the relocation work will occur in three phases (Phase 1 spring, Phase 2 fall 2026, Phase 3 in 2028) to keep the construction on schedule.
All procurement motions were approved by unanimous vote of the members present; one member was absent. The board removed Item 04-21-26-05 from the agenda without discussion.
The board’s approvals authorize procurement staff and the relevant departments to execute the contracts in accordance with Harford County Code Section 41-25 and other applicable provisions.
