The board voted to adopt resolution No. 2526.41 to levy the state’s level‑1 school facility developer fees after a public hearing and staff presentation. Mike (staff presenter) explained that the State Allocation Board’s biannual update, based on RSMeans construction cost indices, set the new statutory level‑1 rates at $5.38 per square foot for residential development and $0.87 per square foot for commercial and industrial development. He said the district's facility‑fee justification study would support charging a higher fee — "we are justified in charging $19 a square foot," he said — but state law caps the fee at the lower level‑1 amount.
Board members asked how much the fee would raise annually and noted the state formula limits the district’s ability to close the funding gap for new school construction. A trustee (speaker 11) moved to approve the resolution and another trustee (speaker 12) seconded; the motion carried on a roll call. Staff said the resolution includes the required findings and that adoption will allow the district to begin collecting the level‑1 fee once procedures are finalized.
The resolution (No. 2526.41) was approved; staff will proceed with the administrative steps to implement the levy.
