The Keokuk City Council voted to award two street-construction contracts during its May 7 meeting: Jones Contracting Corporation received the low bid and staff recommendation for the Bel Air Street reconstruction project ($1,280,777), and W. L. Miller Company won the South 10th Street mill-and-overlay contract ($579,704.70).
Staff described the Bel Air scope as reconstruction from Bel Air to Park Lane and Park Lane to North 17th Street, with sanitary sewer work and storm-intake improvements. Two bids were received; Jones Contracting was the low and responsive bidder, and staff recommended awarding the contract consistent with state procurement law. Council discussed whether the project should include sidewalks: staff said existing sidewalk fragments are not continuous and that the project as scoped does not include new continuous sidewalks; homeowners will have the option to reconstruct short sidewalk sections at their expense and coordinate with the contractor. “They could talk to the contractor, during the construction and work a deal out with them at their own expense to put that back,” staff said.
On South 10th Street, staff said the project is a 4-inch mill and overlay that includes ADA-compliant pedestrian ramps at intersections where sidewalks already exist; the low bid from W. L. Miller Company was $579,704.70 and the council approved the award.
Councilmembers expressed concern about pedestrian safety and urged future consideration of sidewalk investments on busy corridors. Staff suggested the public-works committee discuss sidewalk priorities and potential use of unbudgeted funds or future projects to address gaps.
