Travis County announces $9 million RFS to expand out-of-school-time programs

Travis County staff said an active Request for Services (RFS) will expand after-school and summer programs funded by Raising Travis County.
Roxanne Jimenez, senior planner for out-of-school time, said the county released the RFS on Dec. 2, 2025, to fund out-of-school-time programs up to $9,000,000 for a 2.5-year contract period. She said proposal submissions were due Jan. 12 and evaluation was scheduled for Jan. 20–Feb. 20, with contract negotiations expected in March and an anticipated start date of May 1, 2026.
Jimenez said the county aims to fund up to 10 contracts and serve as many as 3,000 youth per year during the contract period. Details of specific award amounts and selected providers are not being shared while the solicitation is active; staff directed questions about proposals to the county purchasing office.
Mary Riggs of the Andy Roddick Foundation, facilitator of the Learn All the Time Network, said the network is conducting a landscape analysis to map existing programs, capacity, locations, hours, quality measures and funding stability; a final report was planned for April. The analysis will inform where to expand slots, how to address barriers (for example, transportation) and how to support program quality.
Because the solicitation is active, staff said they could not comment on evaluation specifics; they encouraged providers and families to monitor the county website and join program communications lists for future announcements.
