The mayor read the proposed edits: retain the Park Board/council fee‑setting structure but permit reduced pricing for junior and school tournaments; add a double‑asterisk exemption in the no‑cooler rule to allow coaches, chaperones and athletes to carry required hydration/snacks for school events; and amend the rules so OSSAA guidance governs play where applicable. He also set the effective date for the changes as May 5, 2026.
Council members debated logistics: one member urged spelling out acronyms (USGA and OSSAA) and posting the revised rules on the city and golf‑course web and Facebook pages so visiting teams know requirements in advance. Several members discussed responsibility for notifying the city about tournament requirements; one councilor said the school should inform the city when it plans to use facilities under OSSAA rules, and the mayor acknowledged he is taking responsibility for ensuring the city follows the policy going forward.
Council voted to adopt the changes. The mayor said staff and the park board will implement the edits, publish the updated rules, and coordinate with schools to avoid confusion at future events.
The council adjourned the item after scheduling follow‑up implementation steps; the council also authorized the mayor to work with the city attorney on any related administrative alignment of the golf‑course director position following an executive‑session discussion about the director’s employment.
