The board then discussed how to fill the seat and approved proceeding with a provisional appointment under Resolution 26-023 by a 4-0 voice vote.
District staff briefed the board on the legal and logistical options. Staff said the district has 60 days to fill a vacancy before the county registrar would initiate a special election and that a provisional appointment would cover the seat until the next regular election in November. Staff described an application window, eligibility checks (minimum age 18 and residency requirements), a public interview for applicants at an open board meeting and the option for the board to review candidates in closed session under applicable government code provisions.
On cost, staff gave a per-voter estimate for running a special election. "It is pretty much $3.50 per voter," district staff said, and reported Trustee Area 2 has about 3,621 registered voters — a total district cost of roughly $13,000 for that single area. Staff noted that with other trustee areas on the November ballot the district’s proportional share could approach $45,000.
Several board members expressed concern about leaving the seat vacant for several months if they pursued a special election and said they preferred having a seated trustee sooner. A board member moved to proceed with a provisional appointment and the board approved the motion 4-0.
Next steps discussed at the meeting included publishing the vacancy and application materials (staff said the vacancy would be advertised on district platforms), closing the application window (staff said it would close on May 18), verifying candidate eligibility, and conducting public interviews before a final selection. Staff said an appointed trustee would serve from the time of appointment until the November election.
