Council adopts sewer-reimbursement area and authorizes RCO grant application for field lighting

Resolution 18-72 establishes an assessment reimbursement area to recapture roughly $88,000 the city fronted for gravity sewer installed as part of the Roosevelt Avenue roundabout project. City clerk Katie McKee read the resolution by title and staff clarified the agreement would be recorded against four parcels that will reimburse the city for construction and administrative costs. Chris Searcy, the staff presenter, said the original estimate was about $60,000 but soil and administrative costs raised the recapture amount to just under $88,000.
Resolution 18-74 authorizes the mayor to execute an application to the Washington State Recreation and Conservation Office for a youth athletic facilities grant. Parks Director Aliyah Hibbs told the council the grant request is for $400,000; the city would use about $202,000 in impact fees as the required 50% match and budget an additional roughly $198,000 in the 2027 budget so total project funding would be about $800,000 including a 15% contingency. Hibbs said cost increases since 2024 prevented the project from being completed without grant support.
Both resolutions were moved and seconded and passed on voice votes with no recorded opposition. The council did not record a roll-call tally in the packeted minutes.
What happens next: The sewer reimbursement document will be recorded against the identified parcels and the city will proceed with the RCO grant application as authorized. The parks department will return with budget details as part of the 2027 process if the grant award is made.
