The committee reviewed language to extend a tenant-representation pilot program statewide and to update reporting dates and contract authority after the pilot began later than planned.
Michelle House, Office of Legislative Council, said the pilot was originally enacted in 2023 as a two-year program contingent on funding; funding for FY24 did not occur, but FY25 funding did and the program is now operating. She said subsection 40d contains tweaks to extend the pilot statewide and adjust reporting deadlines to reflect the late start.
Andrea Smith, introduced for the record as "policy director for Vermont legally," told the committee the pilot's two-year appropriation totaled $1,025,000. Smith said the legislative language change is needed so the pilot can change its contractual scope with AHS and represent more people outside the originally named counties.
Committee members asked whether the full appropriation remained; counsel said the exact remaining balance was not known in the room and would be followed up. Ms. House said the change does not create new funds but allows the existing appropriation to be used statewide under the pilot.
