County adopts administrative lot-split tracking; airport nuisance waiver to proceed through ordinance process

Washington County Planning & Zoning Administrator Bridget Felmley presented two items April 20 intended to tighten land-transaction oversight and address airport-adjacent nuisances.
Felmley described a new lot-split application and checklist, developed with assessor, treasurer and clerk staff, to document when parcels are split, the current lot configuration, applicant intent and triggers that might create a subdivision. Commissioners endorsed the form, suggested adding an application date, and asked staff to notify title companies so transactions do not proceed without county review. Felmley said several recent inappropriate splits would be reversed and that the family involved had agreed to restore parcels to their prior configuration.
On the Weiser Airport, Felmley and Airport Manager Jim Metzger told the board there is an Airport Advisory Committee that will draft a Nuisance Waiver for noise and activity; Metzger said prospective buyers near the airport would be required to sign an acknowledgement of airport activity. Felmley recommended the waiver be handled as an ordinance or as an amendment to the existing airport overlay, with Planning & Zoning review, public hearing and newspaper publication as required.
Commissioners asked whether this is a city or county matter because the airport is city property; Metzger said the city and county have coordinated and the city is aware and represented by the airport manager. The board did not adopt an ordinance at the meeting; staff will route draft language through Planning & Zoning and follow standard notice and hearing procedures.
