Planning staff to draft airport nuisance ordinance; new lot‑split form proposed

Planning and Zoning Administrator Bridget Felmley told the Board on April 20 that she has drafted nuisance-waiver language for the Weiser Airport and recommends it proceed through Planning & Zoning and the ordinance process rather than by ad hoc administrative action. Jim Metzger, who identified himself as the airport manager and said he was representing the city, told commissioners the city and county had met and agreed the county would draft the ordinance because the airport is geographically in the county: “Because we're geographically located in the county… I'm representing the city, and we have met, and they're in agreement,” Metzger said.
Felmley said the proposed document would require anyone transacting real estate near the airport to sign a form acknowledging airport noise and activity. She said the Airport Advisory Committee expects to meet and draft the formal ordinance; once drafted it will proceed through Planning & Zoning, a posted notice of public hearing and newspaper publication.
Felmley also presented a new lot-split application and processing checklist designed to capture when parcels are split, the current configuration, the applicant’s intent, and whether splits trigger subdivision standards. Commissioners supported the form and recommended adding an application date and ensuring title companies are informed of the process so transactions do not bypass county review. Felmley said she will notify title companies and will administer an interim administrative acknowledgment for building permits in the affected area while the ordinance work proceeds.
The Planning & Zoning Commission will hold training April 20 and will discuss accessory dwelling units at its next meeting.
Next steps: Airport Advisory Committee to draft ordinance language; Felmley to circulate the lot-split application and notify title offices and return to the Board as required.
