Bellevue council introduces zoning change to require conditional use permits for self-storage in industrial districts

The Bellevue City Council introduced on first reading Ordinance No. 4216, which would amend sections 5.26–5.28 of the municipal zoning code to remove self‑storage facilities as a permitted use in the flex, light-manufacturing and heavy-manufacturing zoning districts and instead require property owners to seek a conditional use permit.
City clerk Susan read the ordinance text into the record. Mayor Rusty Hite said the ordinance will have a second reading and a public hearing in council chambers on May 19, 2026, at 6 p.m.
The ordinance language as read directs staff to update the municipal code and publish the ordinance in pamphlet form prior to the second reading. No substantive debate was recorded on the first reading during the May 5 meeting; councilmembers scheduled the public hearing to allow public input before any final action.
