Bellevue council approves contracts, easement rededications and a detachment ordinance

The Bellevue City Council on Tuesday approved a string of routine contracts, easement rededications and a land detachment ordinance during a meeting that lasted about an hour.

Mayor Rusty Hite presided over the session and the council unanimously adopted Ordinance No. 4210 to detach specified parcels from the city (applicant Clancy Peterson for Orchard Valley Inc.). The council also approved Resolution No. 2026-08, which amends the city's master fee schedule.

Council members then approved several procurement and construction items, including a one-year fleet maintenance software renewal with Collective Data for an amount not to exceed $32,000; the purchase of one Ford F-550 from Anderson Ford to replace two wastewater trucks in an amount not to exceed $188,800 (the transcript contains an unclear secondary figure); and authorization of an agreement with MUD for the Mission Avenue streetscape reconstruction and water-main work not to exceed $341,100.

Other approvals included final payment and acceptance of substantial completion for the 2026 concrete projects package 1 (a credit of $82,999.10 was recorded in the minutes), professional construction engineering services with Schimmer Associates for package 2, a DC Electric quote for Swanson Park lighting not to exceed $38,588, and a JEO Consulting Group Inc. agreement for drainage work at 25th and Olive Street not to exceed $24,500.

The council also approved multiple easement releases and rededications related to Fontenelle Hills Estates 4, including sanitary and storm sewer easements for Lots 1 and 2. Motions on all items were moved, seconded and carried with the council voting "all in favor" as recorded in the minutes.

The meeting concluded after administration reports were filed and councilmember Welch moved to adjourn.
