Christine McNamara, executive assistant, told the board that Thao (Thao Duc Tu on the submitted letter), president of the Vietnamese Community of Oregon, submitted a request included in the meeting packet asking the county to designate April 30 for remembrance, healing and gratitude honoring refugees and immigrants. McNamara said the county consulted with the Veterans Office, which expressed its support for the designation.
Vice Chair Philip L. Brady read the proclamation to the board, which cites the arrival of Vietnamese refugees in Oregon following the end of the Vietnam War and urges the county to recognize the contributions and historical ties between the veteran and Vietnamese‑American communities. Commissioner Jeffrey L. Justesen moved to approve the proclamation; Vice Chair Brady seconded the motion, which passed unanimously.
What happens next: The proclamation is ceremonial. McNamara said the proclamation text was included in the meeting packet; staff will provide the adopted proclamation to the requesting community group and post it, consistent with county practice for ceremonial proclamations.
