Police Jury approves multiple engineering contracts, servitudes, ordinances and bid awards

The Calcasieu Parish Police Jury approved a slate of resolutions, ordinances, contracts and bid awards during its May 7 meeting, moving a series of routine items through unanimous or uncontested "motion carries" votes.
Items approved included: a professional engineering contract for the Pinecone Drive sidewalk project (motion by Quinn; second by Lewis); a professional engineering contract for Big Lake Road drainage (motion by Eason; second by Markantel); an act of donation for a permanent utility servitude for the Nelson Road Waterline Expansion Project (motion by Eason; second by Bowers); and related permanent utility servitudes for the Big Lake Road Waterline Expansion Project (motion by Eason; second by Stellick).
The jury also adopted a resolution approving donation of a road right‑of‑way and permanent drainage servitude for the Huey Miller Road reconstruction/overlay project (motion by Barris; second by Andrew Pon) and a temporary construction servitude for the Old Spanish Trail waterline upgrade, Phase 2 (motion by Burley; second by Andrew Pon). An ordinance establishing a 25 mph speed limit on Natali, San Diego, San Pedro and San Miguel streets was adopted (motion by Barty; second by Guillory).
On procurement and operations, jurors approved master services and bid awards: the jury adopted a master services agreement with OpenGov for use across multiple parish departments (motion by Guillory; second by Eason), accepted low bids for various vehicles (Bolton Ford and Mike Willis Ford), awarded emergency mitigation and remediation services to Lemoine Disaster Recovery, accepted AED equipment bids (AED Service America, School Nurse Supply and TaylorMed), and accepted a bid for water testing chemicals from Hawkins Inc. The jury also authorized advertising for RFPs for a human resources information system and pavement asset management services.
Other actions included approving Park facility rental rates effective June 1, 2026 (motion by Barris; second by Andrew Pond), approving the submittal of a grant application to the Louisiana Department of Children and Family Services for participation in the Supplemental Nutrition Assistance Program (motion by Guillory), and confirming the appointment of Crystal Scott as director of workforce development (motion by Barty; second by Steli).
Several condemnation and demolition items were discussed; two items were deferred for 30 days (see separate coverage). The jury also adopted a resolution of condolences to the family of the late Elmo Sarton Jr. The meeting concluded after receiving committee reports and routine business.
