Smith Valley Park Board prioritizes additional bathrooms, shade and ADA ramp in master-plan list

Chair Dan Pommerening presided over the Smith Valley Park and Recreation Board meeting on April 6, 2026, where the board approved the agenda and March minutes and reviewed a suite of park maintenance and master-plan priorities.
The board heard that Treasurer Doug Homestead reported a year-to-date budget balance of $28,164.69. Mark Phillips reported 122.5 volunteer hours recorded at the park so far this year and reviewed the park event calendar, noting Smith Valley Schools will host Division 1A softball and baseball May 14–16 at Dressler Park.
Under facility updates, Pommerening said the arena building and generator are now in place. County parks staff reported work on the sport courts is underway and that donated bleachers have been positioned around the park; board members flagged active yellow-jacket/wasp nests near play areas and noted a poured pad awaiting bench placement. The board also discussed increased vehicle traffic near irrigation risers at the new Little League practice field; county staffer Doug Homestead said he would look into securing construction barrels to mark the risers and help prevent damage.
On the Park Master Plan project (for possible action), the board reviewed and prioritized candidate projects and agreed to submit the prioritized list to the county manager’s office for inclusion in the county master plan. Mark Phillips reported the prioritized top five projects, in order: (1) additional wet bathrooms between the little-league field and tractor-pull area; (2) sunshade and wind break over arena bleachers; (3) additional warm-up area on the visitors' side of the Little League field; (4) upgrade stairs and add an ADA ramp from the high-school baseball field to the softball field; and (5) create a walking trail around the park. Other items discussed included adding a gazebo, a full-size basketball court, a fishing pond, hitching posts at the arena and repainting restrooms.
Correspondence read into the record included a message from Mark Armstrong and Justin Geney requesting additional 'no pets on athletic fields' signage, reporting a nonworking spigot at the north end of the arena catch pen and offering to weld caps on posts if the county supplies cap plates.
Procedural motions to accept the meeting agenda and the March 2, 2026 minutes were made by Board member Brandt Hiles and seconded by Debbie Hockaday; both motions carried unanimously. The meeting was adjourned by Chair Dan Pommerening at 6:55 p.m. The board set its next meeting for May 4, 2026, at 6:00 p.m. at the Smith Valley School Library.
